Railway. It should be remembered that this line is in a diffrent position from other lines in China comtructed by British capital since the whole line is in effect operated as a joint undertaking of the Chinese Government and the Government of Hong Kong. Although the line is divided into British and Chinese section, neither section can fulfil its proper function unless there is through running over the whole line. it is therefore a matter of considerable importance to the Government of Hong Kong that the Chinese section should be in a proper state of repair.

3. Lord Passfield would therefore be glad if Mr.Henderson could see his way to instruct Sir E. Lampson to take any opportunity which may occur of representing to the Chinese authorities the interest of the Government of Hong Kong in the rehabilitation of the Chinese section of this line.
